Job Summary:

This is the intermediate level of inspection and documentation of highway, bridge and large civil construction projects to ensure that the contractor’s work performance and product delivery meet or exceed contract plans and specifications requirements. An employee in this classification may be required to exercise independent judgment in resolving routine plan and specification disputes; difficult or complex engineering issues are referred to project supervisors.

Essential Duties and Responsibilities:

  • Performs routine to moderately complex inspections and prepares technical reports.
  • Reviews construction plans, drawings and specifications for heavy construction projects.
  • Prepares and maintains contract documents in accordance with specifications.
  • Performs field surveys and inspections as required.
  • Performs material testing procedures, e.g., concrete air-meter, slump; soil density and compaction, Hot Mix Asphalt (HMA) compaction tests.
  • Inspects and documents erosion and sediment control features per required specifications.
  • Assists in preliminary layouts and drawings, using engineering criteria, survey notes and basic instructions.
  • Maintains detailed records.
  • Computes as-built quantities for payments to contractors. Performs related tasks as required.

Education and Experience:

High school diploma or equivalent.

Two to Five (2-5) years; of progressively responsible and knowledgeable experience in paraprofessional engineering functions in construction, environmental, stormwater, public utilities or related fields; or equivalent combination of education, training, and experience.

Physical Demands and Working Environment:

Work requires standing, walking, stooping, reaching, grasping, and repetitive motions. Light work requiring the lifting of up to 25 pounds occasionally. The position requires corrected vision and hearing to normal range. Visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, determining the accuracy and thoroughness of work, and observing general surroundings and activities. Job Summary:

Review contractor-provided NAS schedule review to incorporate how the critical path is affected by actual site conditions, contractor performance, and contract change conditions. This analysis will involve Schedule Time Impact Analysis (TIA) to assess primary and multiple critical paths for current and potential impacts within the project and campus construction program.

Essential Functions and Responsibilities:

Validate accuracy and conformance to specification requirements including proposed logic changes, added or deleted activities, and original and remaining duration changes. Ensure proposed changes in schedule TIAs are relevant to scope of the change and revisions proposed are detailed to accurately depict any impact. Provide prospective analysis in current and anticipated changes, and retrospective forensic analysis as needed by nature of the modification. Participate in Network Analysis Time and Schedule Analysis (also noted as Time Impact Analysis (TIA)) meetings and negotiations with contractor. Summarize analysis in Pre-Negotiation Objective, and finalized Price Negotiation Memorandum.

Develops presentation quality materials and able to develop briefs to senior leader positions.

Education and Experience:

Requires at least Bachelor’s Degree in Architecture, Building Construction Management, or equivalent engineering program. Masters level preferred. LEED AP BC+D and at least 10 years’ experience. Versed in the use of P-6 to monitor development and update of projects. Familiarity with Integrated Master Schedules and Project Controls.
